DC fire chief 'shocked' by toddler's death

The city's fire chief said Friday he will take responsibility for any mistakes paramedics made when they declined to take a 2-year-old girl to the hospital in the first of two visits to her house before she died. Emergency workers were called to Stephanie Stephens' home when she was having breathing problems on Feb. 10, but they did not take her to the hospital. Paramedics were called again hours later and took her to a hospital, but she died the next day.

DC prosecutors miss target for review of FBI work

D.C. Superior Court Senior Judge Fred B. Ugast asked for the report from the U.S. attorney's office in December, when he released Donald Eugene Gates after 28 years behind bars. DNA testing proved Gates was innocent of the rape and murder of which he was convicted.

FDA warning: some patients cannot process Plavix

A Charlotte entrepreneur hopes to launch a mobile restaurant featuring organic food - and the main way customers would find it would be through announcements on Twitter and Facebook.The project mirrors a hot trend in California, where gourmet food trucks have built big followings and cool cachet by broadcasting their changing locations on social networks. One difference: The Charlotte eatery won't be a food truck, but rather a remodeled shipping container that piggybacks on a flatbed truck.The idea's so novel it has left city officials scratching their heads.David Campbell had hoped to launch his eatery early next month, but has delayed after city zoning officials said it wouldn't qualify under mobile food service rules since the shipping container isn't a truck.City officials stepped up enforcement of those rules about a year ago after citizen complaints about Latino food trucks in east Charlotte. Mark Fowler, a code enforcement supervisor, said it could take a month or more for city staff to meet and decide what would need to happen for Campbell's firm, Boxman Studios, to win city approval."We realize this is a new concept for Charlotte," Campbell said Tuesday. "I look forward to working with the city to make this a reality."Campbell said he got the idea after reading an article in Bon Appetit magazine about Kogi Korean barbecue trucks in Los Angeles. After Kogi started using Twitter in 2008 to broadcast its daily stops, it snagged more than 57,000 Twitter followers and a national profile as an example of social networks' marketing power.Boxman Studios plans to feature an upscale, all-organic menu of salads, paninis and other fare created by a Cordon Bleu-trained chef. They'll focus on serving lunch to business crowds in high-traffic areas in and around uptown Charlotte, or in business parks or shopping centers if asked.Campbell plans to use Twitter and Facebook to build the customer base and advertise daily stops.He's already begun the social media-only marketing campaign. Recently, his advertising representative, Jim Mitchem, unveiled a "name the restaurant" contest on Twitter. The winner gets $500. Boxman Studios' Twitter account quickly doubled its number of followers, to nearly 300, and about 50 name submissions came in.Campbell is a real estate developer, but when the economy turned sour a couple years ago and real estate slumped, he started looking for other business projects. He read about how green-minded entrepreneurs around the globe have been using recycled shipping containers for everything from offices to dormitory housing.He launched Boxman last May, and started using the containers as mobile hospitality spaces at NASCAR races and for corporate events. Business is brisk, he says. He added the mobile restaurant concept to bring good organic food to town, and to raise Boxman's profile.Boxman buys surplus containers from trucking companies and retrofits roughly one every three weeks. They feature polished bamboo floors, bars with sleek modern furniture and TVs. Rental price: about $1,750 a day. That's less, Campbell said, than a comparably equipped tent - his main competition in the event-planning market."People are excited about the concept," he said. "We're trying to gauge our growth by the demand."Like many, he's still learning about social networks. He turned the social-media marketing for the restaurant over to Mitchem, a Charlotte consultant who specializes in the emerging sector.Mitchem said the Boxman project marks his first opportunity to see if a new product can be launched and then sustained strictly through social networks.It makes sense, he said, since most social networking is done via mobile devices. "When it comes to a mobile restaurant, it's a match made in heaven."Ultimately, Campbell said, Twitter and Facebook might draw customers, but they won't come back if the food's no good."It's going to be an interesting way to generate buzz," he said, "but Charlotte can be a very fickle market. We're very focused not only on the funk factor or the cool factor, but on making sure the dining experience is a good one."

Did city ruin future hope for Eastland?

The owner of the soon-to-be-vacant Burlington Coat Factory space at Eastland Mall says the city of Charlotte has hastened the shopping center's decline by adding to confusion and scaring off prospective tenants.In 2007, a city-sponsored Urban Land Institute report recommended tearing down Eastland to make way for a mixed-use development. In 2008, the city bought options to purchase parts of the struggling mall. Last fall, it got to the edge of buying the entire 90-acre property, then backed away.Now, the mall remains open under a cloud of uncertainty.That has made building owner Steven Fields' job more difficult, he says. After Burlington closes next Saturday, his 140,000-square-foot building will be empty, just like the mall's other three anchors. Fields is skeptical that he'll be able to attract new occupants. That, in turn, will make it harder for him to keep up with mortgage payments. He may have to turn the building back over to his lender."It doesn't belong as a retail mall anymore, and that was evident in the study," said Fields, the managing member of Florida-based Fields Realty, which owns and manages retail properties on the East Coast."Something has to be done, something has to give. But the city, in doing the things that they did, made this a self-fulfilling prophecy."City staff last fall had negotiated agreements to buy the mall at Central Avenue and North Sharon Amity Road from six property owners, including Fields, for $22.24 million, less than its assessed tax value. Operating under the expectation that the mall would close by the end of this month, Fields said that he had little incentive to recruit or retain new tenants.But then, City Council members balked, and instead offered to pay $7.4 million. Property owners rejected that figure, which Fields called "ridiculous." The council then voted to stop Eastland negotiations.The city acted with the aim of revitalizing Eastland, remains interested in working with a developer and hopes its efforts have laid the groundwork for the future, said Jamie Banks, a spokesperson for the city's Neighborhood and Business Services."Hopefully, if the market comes back, there will be someone who takes time to assemble the land," she said. "Until that time comes, we have no control or influence over the mall."The city's options to purchase the vacant Belk and Dillard's stores, for which the city paid $400,000, expire at the end of this month.Sears and Dillard's are both marketing their Eastland stores for sale, company representatives said. Belk is also looking to sell its Eastland building but hasn't listed it yet, spokesman Ralph Pitts said.Fields bought its building, the former J.C. Penney, in 2005. Burlington had recently moved in, and all but 30,000 square feet were leased. Though Fields said he was aware of the mall's issues, he also saw the space as a reasonable deal with good cash flow. In 2006, he said, Wal-Mart was considering building a store on the site of the old Hannaford supermarket next to his property, which would have lured shoppers.Now, he said, he worries that "nothing's going to happen until things get even worse."That's a concern for others with a stake in the neighborhood, who noted that the uncertainty surrounding the mall is hampering East Charlotte."Everyone feels like it's terminal, its days are numbered, yet nobody's taking any action," said Heather Ferguson, the past president of Charlotte East Community Partners. "People (in East Charlotte) are still hanging around, they still believe something good is going to happen, because there's still so many things this area of town has going for it."Talks to bring a circus to the mall parking lot dissolved amid concerns about whether the mall would be open and the site accessible in April, when the event was to take place, she said. "One way or the other, something needs to be done," said Vickie Fewell, the east Charlotte group's current president. "We do not need another empty box just sitting there."Christine Vigneault, Eastland's general manager, said the mall leases its smaller spaces knowing the future is uncertain. But, she said, that's a greater obstacle for any business considering a move to one of the large, empty anchors."Who's going to invest the dollars it would take to upfit the space, and then find out the mall gets sold and it's going to be torn down, whatever our future is?" she said. "I can sense (Fields') frustration, for sure. There are owners that I'm sure he could get in there, but not under these circumstances."Fewell wasn't quite as sympathetic: "If he's going to (complain) about what's going on now, when he bought into a dying mall five years ago...," she said. 'Big Guy' Johnson's new call: Candidate

Tim Parker was standing in line at the Union County clerk’s office Friday morning when he turned and saw a familiar face.“Hey, it’s Harold Johnson!” he exclaimed. “Anybody got a camera?”It’s been three years since Johnson retired as sportscaster for WSOC-TV, where for three decades “The Big Guy” burst into living rooms with an outsized, high-octane personality. Now he’s one of six Republicans running for the 8th District House seat held by Democratic Rep. Larry Kissell.Johnson, 68, entered the race late. He had less money than some opponents. He didn’t even move into the district until January when he traded his longtime home in Statesville for a Concord condo.But while other candidates scramble to build or buy name recognition, Johnson has a singular advantage. WSOC’s signal reaches as far east as Rockingham, covering more than 70 percent of 8th District voters. And along with the notoriety is familiarity. “You grew up watching him on TV,” said Monroe police office Tim McEntire, 56. “He was always for the average person.”Ducking into a hair salon on a stroll through downtown Monroe, Johnson ran into Jim Gilmore, a hulking 6-foot, 11 inches tall. Now 44, he reminded Johnson that as a football player at Forest Hills High in the 1980s, he couldn’t find size-18 cleats. Johnson told his story on the air. Gilmore got his cleats. “I think they trust me,” Johnson said later. “They see a familiar face. Someone they’ve trusted all these years.”Johnson criticizes what he sees as big government spending and the absence of presidential or congressional leadership.“Can anybody tell me they’re happy with the direction this country is going today?” he asks during a radio interview on Monroe’s WIXE-AM.Asked how he would create jobs, he cites lower corporate taxes and government incentives. But, he added, “a lot of it is confidence… We will come back. This is America.”Johnson greets voters enthusiastically, reaching out his hand and talking about the health care bill or the Monroe High Redhawks, who play today for the state 1A basketball title.At least for now, he’s selling himself more than specific policies. Asked how he differs from his rivals, he said “I’m a very positive person. I really think I can make a difference.”Johnson is less well-known in the eastern part of the district, which stretches as far as Fayetteville. Scotland County GOP chair Suzanne Allen blames his relatively late start and belated move to the district.But nearly two-thirds of the district’s Republican voters live in Mecklenburg, Union, Cabarrus and Stanly counties. Among sports fans in particular, Johnson has a high profile.Former WSOC producer Phil Tribo recalls speedway fans ignoring some NASCAR drivers when Johnson walked by. “Harold!” they shouted. “He was kind of a rock star,” Tribo said.More than 100 people crowded an Albemarle restaurant to hear Johnson speak to a Stanly County Republican group recently, double the usual number. “Everybody knows The Big Guy,” said county GOP chair Don Abernathy. Johnson, greyer and trimmer, seems energized by his new role. Former WSOC reporter Jeff Sonier said Johnson has had a long interest in politics.“Second to sports, that’s probably his favorite thing to talk about,” Sonier said. Johnson, who calls himself a Reagan Republican, talks about meeting the president in 1986.Asked to host an airport rally for Reagan, he arrived to see his name at the end of a line of chairs reserved for dignitaries. He moved it next to that of the president and pushed those for everybody else – including Sen. Jesse Helms and Gov. Jim Martin – one seat down.“That’s what we don’t have in Congress now,” he said, recalling Reagan. “There’s no confidence. There’s no leadership.”

QB Moore: Youth movement is "no excuse"

Panthers quarterback Matt Moore said in a telephone interview this afternoon that he's excited for the Panthers' offseason conditioning program to start on Monday. He'll walk into Bank of American Stadium in a new role -- as the starting quarterback.Despite the role change, he said he doesn't want to seem any different to his teammates."I'm going to try and keep everything the same," said Moore, who signed his one-year. $3.043 million offer sheet this morning. "I dont want it to be different other than just being accounatable and being there for my teammates and things like that. I dont think I have to change or be different, (but to) just be reliable, perform, work hard, and try and be as prepared as I possibly can for the season."Moore said he was surprised and sad when the Panthers cut veteran Jake Delhomme last week, which opened the way for Moore to be the clearcut starter without a lingering quarterback controversy."I'm definitely sad to see Jake go; he's a good friend of mine," said Moore. "I learned a lot from him and appreciate everything he did for the team and me."To be honest, the thought (of Delhomme being released) never crossed my mind. I didnt think anything of it. When it happened, it was a shock to me. But I understand thats how the business goes."(But) what an opportunity for myself. I've just got to be prepared and start this season the same way we finished last season. That all starts with the offseason workouts. I'm just really excited and kind of stepping back and taking it all in. A lots going on. I've to get better this offseason."Moore stepped into the lineup in the 12th game last season after Delhomme suffered a broken knuckle on the middle finger of his right (throwing) hand. Carolina was 4-7 at the time.Moore led the Panthers to a 4-1 record, allowing them to rally for an 8-8 finish. He threw eight touchdown passes and one interception in those games. Delhomme had endured his most difficult season as a pro, throwing a career high 18 interceptions.Moore said he was also sad to see numerous other Panthers' veterans players released recently, but that he doesn't question the moves."Its been interesting. Its sad to see them go. But at the same time, Im not going to second guess Mr. Richardson, Marty Hurney or anybody like that. "Those guys know what theyre doing. They have a vision of what they want and and I guess this is how theyre getting there. Its sad to see but we've got to move on, work with what weve got and be ready to go." Moore said the Panthers' roster depletions are no reason to think the team can't be competitive next season."The youth movement -- that term everyone is using -- that's no excuse," he said. "There are quality guys here. There are going to be younger guys who are going to have to step up and play those roles. That's why we're all here -- to play the game at a high level. "The challenge is to be consistent. I know we have the guys to do it. I definitely feel we can be competitive." Moore knows the Panthers are going to add at least one quarterback to either back him up or provide competition. He said he doesn't know how the team intends to address the need. "I know theyve got to bring somebody in, possibly in the draft, or an older veteran, somebody to learn from, or somebody whos been around wouldnt be bad. "There have been a ton of names out there. Survey: Don’t change POLARIS

People who use Mecklenburg County’s online property records don’t want the name search function removed, a survey shows. The county is considering stripping the site of the feature because law enforcement officials worry that criminals seeking revenge could find police, prosecutors and judges. The request came from nearly a dozen local law enforcement officials, including police Chief Rodney Monroe and District Attorney Peter Gilchrist.To assess public opinion, the county launched an online survey about changing the Property Ownership and Land Records Information System site, better known as POLARIS.A county memo on Friday said 1,660 responses were collected from legal and real estate professionals, librarians, florists, homemakers, community organizations and public safety personnel. Stern: NBA expects to approve Charlotte Bobcats' sale to Michael Jordan next week

Michael Jordans $275 million purchase of the Charlotte Bobcats should be approved by the NBA by the end of next week, Commissioner David Stern told the Charlotte Observer Friday morning.Speaking publicly for the first time since Jordan agreed to buy control of the team from Bob Johnson, Stern pegged the price at $275 million - $25 million less than Johnson originally agreed to pay for the expansion franchise in 2002.In a telephone interview, Stern said that drop in value is appropriate, due to the circumstances.I think its fair to say its struggled in Charlotte, Stern said. There was a late start on the buildings naming rights and the local cable deal. It didnt start as well as we would have liked or Bob Johnson would have liked.Between that and the general state of the economy, it was appropriately priced - $275 million is the right ballpark price of it. Stern said part of the leagues incentive for a quick approval process is Jordans urgency to start fixing things. Stern said Jordan told him emphatically during a recent meeting that hell put in the time and focus to address what ails a team in the bottom third of the NBA in attendance.He has a vision of making this back into a community asset, Stern said. He considers himself a native of North Carolina, even though I tease him about being born in Brooklyn, and hes a pretty competitive person. He knows he can add value to that franchise, to continue its growth.Jordan has not spoken publicly since agreeing at nearly midnight Feb. 26 to buy the franchise from Johnson, risking his own wealth that he can reinvigorate a franchise losing tens of millions annually.Previous to this, Jordan was a minority owner, with oversight of basketball operations.Without question, that is his plan, Stern said, when asked if Jordan is prepared to spend dramatically more time on the Bobcats. To do whatever it takes to improve the team as a community asset.The naysayers will be very pleasantly surprised.Stern confirmed that Johnson had a written agreement to sell the team to a group led by former Houston Rockets president George Postolos, had Jordan allowed his exclusive window to buy the team expire on Feb. 27.Despite an improved product the Bobcats would make the playoffs for the first time if the season ended today the team has struggled financially, particularly in its ability to sell the most expensive seating in the lower bowl of Time Warner Cable Arena. The Hornets regularly led the league in attendance, then the Hornets left in an arena dispute, then Johnson and the city never really clicked. Stern said he still believes Charlotte can be a great NBA market.The embrace of the NBA by Charlotte was an extraordinary thing, Stern said. We tried very hard to return that embrace. So much so that weve been accused of returning too soon between the time the Hornets left for New Orleans and the Bobcats started play.We know Charlotte is a major-league city and that North Carolina is a great basketball state. We think Michael Jordan is the right owner to make all that work again.Stern said there are no unresolved issues such as Jordans connections to Nikes Brand Jordan that have been unresolved in his approval process. Thats because most of those issues were addressed when Jordan was vetted as a minority owner.So will having an iconic player as its owner make it any easier for the Bobcats to attract free agents and build toward a championship?I dont see it as an advantage or a disadvantage, Stern said. If his presence makes that into a premier franchise, then players will want to be there. His name alone wont do that.But I believe he will have that impact to make the Bobcats a premier organization.

A man suspected of crashing into women's cars in Dilworth and Myers Park, then sexually assaulting or robbing them has been brought back to Charlotte by authorities. Charlotte-Mecklenburg police said a joint effort with several law enforcement agencies last week helped them capture the man wanted for the crimes in late February.Jaunton Carter was taken into custody about 3 a.m. on March 1 near Macon, Ga., following a search that lasted several hours. He was found hiding under an abandoned house. He was extradited back to Charlotte Friday and is in Mecklenburg jail, though his bond information wasnt immediately available. According to police, DNA evidence linked Carter to a pair of cases in late February in Charlotte. Authorities say a man used the same method of attack each time -- driving his car into the rear end of a vehicle driven by a woman, and then robbing or sexually assaulting the victim at gunpoint when she got out of the car.The first case happened in Myers Park, police said. They said the gunman forced the two women in the car to drive to an ATM, but they say the women were unable to get money from the machine. Police say the man ordered the women to drive to another location, where he raped the driver and fondled the passenger.In the second case, in Dilworth, police say the man robbed a woman at gunpoint.Carter faces robbery, kidnapping, rape and felony hit-and-run charges.

A Chester County man was sentenced in federal court for possessing with the intent to distribute more than 50 grams of crack cocaine.Korey T. Bailey, 30, also was sentenced for possession of a firearm during a drug trafficking crime, according to a release from Acting US Attorney Kevin F. McDonald.US District Judge Cameron McGowan Currie sentenced Bailey to 25 years in federal prison.Bailey was arrested in April 2007 for a misdemeanor marijuana charge by the Chester County Sheriff's Office. Officers notified Bailey's grandmother with whom he resided, and she invited them to search Baileys bedroom. In their search, the officers found a plastic bag containing approximately 65 grams of crack cocaine hidden in a jewelry box on top of a dresser.Bailey was released on a state bond, but was indicted on federal charges in June 2009. The next month, agents with the York County Multi-jurisdictional Drug Task Force and the State Law Enforcement Division received a tip that Bailey was living at a residence in Rock Hill. Agents went to the residence and saw Bailey running from a room in the house. Bailey was caught and arrested. A search of the room from which Bailey fled turned up a gun and an additional 30 grams of crack cocaine, according to the release.

Police have identified the people who they think broke into dozens of cars earlier this year parked at Rock Hill restaurants, hotels and apartment complexes.Anthony Lago, 22, was arrested Thursday and charged in 10 of the break-ins after police found a suspicious collection of handbags and electronics in the trunk of his car, said Rock Hill Police spokesman Lt. Brad Redfearn.Two more suspects are missing and have active warrants for their arrests, Redfearn said. Police are looking for 20-year-old Brittany Lynn Leeson and 28-year-old Shawn Jamison Smith, who they think are both connected to the crimes.Redfearn wouldnt say how police had identified Leeson and Smith as suspects.But Redfearn said Lago, who has no permanent address, could be charged in up to 30 of the cases reported in January and February. He has been charged so far according to what police seized from his car, Redfearn said.After interviewing Lago, police determined he had stolen at least four electronic GPS systems, two iPods, $400 in cash, a purse and a gym bag.On Feb. 16, Lago broke out the passenger side window of a car parked at the Baxter Hood Center and carried away the victims portfolio, according to an arrest warrant. On the same day, he broke out the passenger side window of a car parked at the Cracker Barrel of Dave Lyle Boulevard and stole a Sony laptop, another warrant says.Altogether, police say, Lago stole more than $3,200 worth of items inside the cars.
