  14. York couple arrested in major meth lab bust

    Two people were arrested Sunday in the first meth lab bust of 2012 after investigators discovered they were making the drugs in their home, York County officials say.

    Carl Eugene Campbell, 38, and Gwendolyn Denise Strikey, 39, both of York, have each been charged with manufacturing methamphetamine, possession of a controlled substance and exposing a child to the manufacturing of methamphetamine, along with state drug law violations, according to police documents. Campbell is being held in Moss Justice Center on a $387,500 bond while Strikey awaits a $282,500 bond.

    On Sunday morning, York County Multijurisdictional Drug Enforcement Unit agents served arrest warrants at 1048 Cameron Road, which is listed as Campbell and Strikey's address on reports, according to a York County Sheriff's Office report.

    A 16-year-old boy was inside the home at the time, the report states.

    Inside, officers saw several items used to make methamphetamine, including eight syringes, two digital scales and packing materials.

    Officials told The Herald's news partner, WSOC-TV, the meth lab was so big it took more than 12 hours to clean it up.

    Drug agents also seized multiple doses of various medications, including five units of Lyrica, 49 units of Cyclobenzaprine Hydrochloride, which is a muscle relaxer, and 112 units of Hydrochlorothiazide/lisinopril, which helps relieve blood pressure and fluid retention, the report states. The two did not have valid prescriptions for any of the seized medications.

    Campbell has four prior drug-related convictions.

    This is the first meth lab bust of the year, said drug unit commander Marvin Brown. There were six in 2010 and the number climbed to 10 in 2011. Three of the labs in 2011 exploded.

    The labs are a major concern for drug agents, Brown said.

    "We're hoping that we're going to be down this year because we did a lot of work on meth labs last year," he said.

    Some of the work included targeting meth "crooks," including cooks, and putting them in jail, he said. They arrested more than 20 people last year with various meth charges.

    In November 2011, 34-year-old Carl Joseph Yelvington was arrested on a manufacturing meth charge after a meth lab exploded at his Rock Castle Drive home in York.

    Earlier that year, there were five meth lab busts in six weeks. One of those was a in a Rock Hill hotel while another was in the back of a man's pick-up truck in the Tega Cay Walmart.

    Meth labs in public places are the biggest concern, Brown said.

    "We're really concerned about some we had last year that were in hotel rooms," he said. "If they explode in hotel rooms, innocent people could die."

  21. 'Good, hard-working people' of Lancaster lost on national media

    Educators call it the "teachable moment," the time when students not only learn but also act.

    For the young, and old, of Lancaster a brush with the national limelight has given them that moment, a time to respond with passion and authority to pridefully shout, "We are Lancaster."

    It was CNN that turned its laser-like spotlight on Lancaster, arriving in the city just days before the state's first-in-the-South GOP primary. CNN crews traveled the town and talked with residents, spending at least five hours recording interviews at Ken Killingsworth's downtown restaurant, Charley's Cafe.

    CNN's report, in many locals' opinion, was too negative with too much hyperbole, making Lancaster seem to be a one-stoplight town with nothing shining.

    Lines about "Southern drawls so strong they might need subtitling," or about the parking lots at the Dollar General and the credit union repo lot "brimming with cars" because the town is struggling in the wake of a bad economy and the closing the major employer - Springs Industries in 2007 - upset residents.

    But what got most angry was this line: "The real proof of Lancaster's misery lies in the lives of people who live in tattered neighborhoods and shop in strip malls."

    "You can't print my reaction," said Rudy Carter, who has spent 47 of his 67 years living in Lancaster County. The owner of Do It Printing, Carter serves on the county council.

    "We might fight among ourselves, but don't come and tell us what to do," he said recently while shuffling "We Are Lancaster" signs. "We'll fight you."

    What upset Carter and others is the characterization that Lancaster was somehow different. "Lancaster County is no different than a lot of other places," he said. "We are in the same boat with this economy."

    It's not the first time Lancaster has attracted national attention. In 2008 Forbes magazine examined the strength of Main Streets across America. Its writers looked at unemployment rates, people's incomes, poverty statistics, education levels and mortgage debt.

    Forbes studied 141 towns and determined Lancaster was America's fastest dying town.

    Lancaster residents took the Forbes article in stride, an unwanted punch in the eye.

    The CNN article "kicked our pride in the chin," said Dean Faile, one of the county's head cheerleaders as president and CEO of the Lancaster Chamber of Commerce. Others saw it as a sucker punch to the gut.

    This time, people acted.

    Drive around town and you will see signs and banners proclaiming "We are Lancaster." Others say "We are Lancaster Proud and Progressive," and still more read, "We are Lancaster Stand for Something or Fall for Everything." Many came from Carter's shop and the Rapid Signs shop.

    Some shops, including more than one national retailer, have "We are Lancaster" on their marquees.

    But what Faile and others are most proud of are the hand-made signs, evidence that this is more than just a slogan derived hastily, but with great expectations, by the chamber. They praise people who took the time to create a "We are Lancaster SC" Facebook page and to put videos on You Tube.

    "We are Lancaster," Faile said, was inspired by the movie "We are Marshall." That slogan was intended to help a somber town and struggling college football team overcome tragedy.

    "We wanted a slogan that was easy and quick and you automatically know what it means," Faile said.

    The teachable moments have come in the schools, in beauty and barber shops, in restaurants and retail shops, even from the pulpit.

    At A.R. Rucker Middle School, principal Phillip Mickles tasked students and faculty to read the CNN article and then brainstorm about the positives of their school and their county. Five hundred and fifty students, spread out over 30 classes, talked and then made their lists.

    They then went to the gym for a group picture behind a "We Are Lancaster" banner.

    "There were a lot of negatives in the report," Mickles said, born and educated in Lancaster. "It was important students know Lancaster has a lot to offer. ... Teaching has to be relevant, and this was a chance to be relevant using the CNN article."

    At the University of South Carolina-Lancaster, Walt Collins, the assistant dean of student affairs, said he was so embarrassed about the article that he did not tell his parents or his in-laws.

    He said some students reacted cynically, saying it was probably best to do nothing and give in; others discussed it in classes.

    USC-Lancaster has its "We Are Lancaster" banner on display at the corner of Gillbrook Road and the bypass, across from the electric message board for Walgreen's, which periodically says "We are Lancaster." Other nearby merchants have similar banners.

    If Lancaster is a one-stoplight town, then this is intersection that shouts "We are Lancaster" the loudest.

    The loudest cheering has come at Lancaster High School basketball games. The team, unprompted by administrators, decided to wear blue-and-gold "We are Lancaster" T-shirts before games.

    Lancaster basketball coach Richardo Priester said the team decided to wear the shirts because "we resemble, reflect our community. We play hard, smart, together and unselfish, and ultimately play to win."

    The same attitude is reflected in Priester's math classroom, where the bulletin board reads, "one class, one goal, one heartbeat."

    That attitude is reflected in his students who, when asked about the CNN article, shook their heads.

    "Everyone has the opportunity to be great," said student Tevin Ross. He acknowledged that some in Lancaster have struggled, but on the whole, "we have a town of good, dedicated people, good hard-working people. God bless Lancaster."

    Student Rushetta Drew said the article didn't show the talent in Lancaster. "Everyone has problems. The article didn't say who we are," she said.

    The reaction of Lancaster residents doesn't surprise Ruddy Shipton, who expressed opinion on his business sign frankly - "Up yours CNN."

    "CNN pulled the wool over people's eyes," he said.

    Shipton said the network failed to focus on the people "who stick together."

    Shipton knows first hand. In Thanksgiving of 2010 a fire destroyed his house. He thought about relocating to North Carolina but neighbors and strangers helped him. "The people were so good I stayed," he said.

    Ken Killingsworth, owner of Charley's Cafe, said, "I haven't read the article and never will."

    But he was there for most of the interviews; he knows what was said.

    "There is a bit of truth in everything," he said. "There is a lot of good they choose to ignore."

    Killingsworth's biggest question is how long will the "We are Lancaster" enthusiasm last and will it result in substantive changes.

    "Hopefully, it will be long term," he said. To do his part, Killingsworth has had bumper stickers similar to the "OXB" circle that touts the Outer Banks made. Inside his circle is "WALA" for We are Lancaster.

    Ashley Shannon is the mom of one of the Rucker students, 13-year-old Ryleigh. They talked about the day at school and what it meant. Her mom's message to her daughter was, "Yes, I'm upset and you should be too."

    Shannon is also the director of marketing and public relations for Springs Memorial Hospital. She knows a bit about writing, promotions and hyperbole.

    She also knows her community has challenges - high unemployment, difficulty in attracting new businesses, people struggling to pay the bills.

    "We have a lot of opportunity for improvement, there's not a lack of work going into that process," she said. People who have never come together before, are now working together, she said.

    So Shannon, and others, see possibility, see hope.

    It is, she said, about "creating a more polished stone." A diamond she said doesn't start as a pretty stone, but after awhile, "it ends up a beautiful, valuable stone."

    Lancaster bills itself as the Rose City, but for those with an eye forward, it's not a flower that will wilt quickly, but an evolving diamond in the rough.

    The next step is to make sure when people Google Lancaster, S.C., they find the CNN article, the Forbes article - and lots more stories about how it sparkles.

    Eighteen people were cited for underage drinking early Sunday morning at a Rock Hill home.

    The minors — all between the ages of 17 and 20 — were at a party on Ebenezer Avenue about 1 a.m. Sunday when officers arrived on a call of loud music, according to a Rock Hill police report.

    Officers noted it was a "large party" and could see people inside the home who appeared to be under 21.

    Officers asked one of the residents if everyone was of the legal drinking age, but the man didn't know, the report states. While on scene, officers told those who are older than 21 to leave. The people who remained admitted to drinking and had alcohol in their system, the report states.

    Two residents of the house, William and Benjamin Johnston, both 21, were charged with transferring beer to a person under 21.

    A 21-year-old woman also was charged with hindering police.

    Winthrop Police assisted with the investigation.

    Both Lail, 62, and Woods, 54, who is from Hickory, were charged with felony counts of possession with intent to sell or deliver cocaine; and maintaining a dwelling to keep or store a controlled substance.

    A wreck involving two trucks Monday morning left a Gastonia man dead and snarled traffic on southbound Interstate 85 near the Mecklenburg-Gaston county line, authorities say.

    The wreck was reported about 5:15 a.m. on I-85 near the Sam Wilson Road exit, about a mile from the truck weigh station. N.C. Highway Patrol troopers say a tractor-trailer had broken down along the right side of the road. A short time later, troopers say, a Budget Rental truck being driven by Larry James Grier, 59, slammed into the rear of the tractor-trailer.

    Grier died at the scene. The driver of the tractor-trailer was taken by Medic to Carolinas Medical Center.

    Troopers say they are not sure why Grier's truck crashed into the tractor-trailer. Charlotte fire Capt. Rob Brisley said firefighters spent 50 minutes at the scene, after a motorist was reported to have been trapped.

    All southbound lanes were closed for more than two hours after the wreck, but authorities were able to open two of the four lanes -- on the left side -- about 7:30 a.m. The remaining lanes were opened after 9 a.m.

    Today's low clouds and chilly temperatures will be replaced by another four-day stretch of nice weather, say meteorologists at the National Weather Service.

    Another cool down, with perhaps our coldest temperatures in several weeks, is expected for the weekend, although forecasters say it will be short-lived, like the other cold snaps during this mild winter.

    Today's weather is an extension of what the Charlotte area has experienced the past several days -- low clouds, a chilly northeast breeze, and temperatures in the upper 40s and lower 50s. Areas just to the south and west of Charlotte were able to break into sunshine and temperatures in the mid and upper 60s Sunday, but that is not the case today. Readings across the western Carolinas are stuck around 50 degrees.

    That will end after today, however.

    Doug Outlaw, of the National Weather Service office in Greer, S.C., said sunshine will return Tuesday, and that will help push temperatures near or slightly above 60 degrees. A few clouds will mix with the sunshine Wednesday, but highs again will be near 60 degrees.

    More of the same is predicted for Thursday and Friday, with sunny skies and mid 50s Thursday after the passage of a weak cold front, and highs in the upper 50s Friday.

    A stronger push of cold air is expected for the weekend. National Weather Service forecasters are calling for highs in the lower 50s Saturday and Sunday, but some meteorologists, such as those at the Weather Channel, are predicting highs only in the low to mid 40s.

    Either way, a return to above-average weather -- with highs again hitting the lower 60s -- is predicted by the middle of next week.

    A 15-year-old and her boyfriend face charges after Kings Mountain police said the pair assaulted the girl's mother and another man.

    Edward Eugene Ruff, Jr., 19, has been charged with two counts of assault with a deadly weapon, conspiracy to commit assault and injury to personal property. He is being held in the Cleveland County jail under a $500,000 secured bond.

    The 15-year-old female also faces a charge of assault with a deadly weapon with intent to kill inflicting serious injury, along with a conspiracy charge. Her name has not been released because she is a minor, and she's currently in the custody of the state Department of Juvenile Justice.

    Kings Mountain said they were called to a home on Second Street around 5 a.m. Sunday, where they found two people had been assaulted with a metal object.

    Both were taken to the hospital, where a female victim was treated and released with minor injuries.

    But a male victim is in critical, but stable condition at Carolinas Medical Center. Authorities said he suffered several blows to the head from the metal object.

    Police said they later determined the woman's daughter and her boyfriend were responsible for the assault.

    Additional charges could be filed in the case.

  81. Carrboro CVS protesters plan next move

    A day after a group of anti-capitalist activists briefly took over a building in downtown Carrboro, 35 people huddled on the lawn to discuss next steps.

    Demonstrators occupied the former WCOM community radio station building Saturday night to protest a CVS drug store proposed for the site at 201 N. Greensboro St. They left after about four hours when police told them to get out or they'd be arrested.

    "Any two-story, paved building owned by a corporation is not what the community envisioned for this space," demonstrator Maria Rowan told a half-dozen reporters Sunday. "There are 'No CVS' signs all over this town."

    The signs dot the yards of many of the mostly mill houses in the area. But Center Street resident Jeff Herrick, who was not part of the Saturday takeover, said the demonstrators are coming late to the issue.

    Herrick, who is married to Carrboro Alderwoman Michelle Johnson but said he was speaking for himself, said residents concerned about traffic and the impact on their neighborhood have been talking to the town and developers for months. The developers will hold what Herrick thinks will be the fourth meeting to show the latest version of their plans at 7 p.m. Wednesday in Carrboro Town Hall, 301 W. Main St.

    "It's very boring, and it's not as sexy as taking over a building," he said of the talks. "But that's the way it works in Carrboro."

    On Saturday, demonstrators refused to identify themselves, explain how they got inside the building or discuss their plans. They issued a news release saying they planned to stay there for an extended time. A giant sign in the lobby said "Under capitalism we're all under gunpoint."

    "Please leave this property," Mayor Mark Chilton told the group in a loud voice at about 7 p.m. "You're trespassing, and there may be other crimes you're committing as well. The time has come for you to leave this building."

    Minutes later, Police Chief Carolyn Hutchison and a Carrboro police officer entered the building and told everyone to leave.

    The demonstrators left, but a crowd of about 50 people gathered outside the building as five officers blocked the front doors.

    As in the Yates Motor raid in Chapel Hill in November, the occupiers said they wanted to turn a vacant building into one serving the community.

    "CVS wants to build their corporate chain store in the heart of our town, regardless of what we think," according to a pamphlet. "Our economic system values profit over people, and local politicians send in the SWAT team when we challenge this. So we decided to do something about it."

    As the crowd stood outside, a young masked man who gave a name Johnny Moran started to shout about police, inequality and a prison system that perpetuates slavery.

    "You're talking about our Police Department," Chilton responded. "You're trying to give our Police Department a bad name."

    The masked man raised a gloved hand in the air. "I am an anarchist!" he said. "That means I don't have dialogue with politicians. I think we need a social revolution."

    Chilton said he had come to personally ask the demonstrators to leave because Chapel Hill officials have been criticized for not doing that before sending in a heavily armed tactical team into the Yates Motor building. By contrast, Chilton said Carrboro police removed the demonstrators "in an outstanding, nonthreatening way."

    The crowd began to chant, cursing the police and saying, "All we want is freedom, freedom."

    Resident Stephen Dear, the director of People of Faith Against the Death Penalty, urged calm. "The more we demonize each other, the more we do a disservice to each other."

    But the shouting continued. "This should be a community center, not a CVS," one demonstrator yelled. When several people said the two sides could not speak as equals because the police had guns, Chilton opened his coat.

    "Look under here," he said. "It's skin. I'm a human being."

    Carrboro Alderwoman Jacquie Gist praised Chilton's calm response to the confrontation. "Ain't our mayor amazing?" she said Saturday night as the crowd began to disperse. "I'm so proud."

  82. Harrisburg residents fight rail upgrades

    Harrisburg residents and Town Council members are planning to fight future railroad upgrades planned by the N.C. Department of Transportation.

    The current plan, known as the Haydock-to-Junker project, would make upgrades including construction of a second track alongside a 12-mile stretch that runs parallel to N.C. 49; and closure of multiple railroad crossings in Harrisburg to accommodate high-speed rail and protect against train-auto accidents.

    It's part of a federally funded $545 million Piedmont rail modernization program, which also includes upgrades to 28 miles of track between Charlotte and Greensboro.

    Dozens of people attended the town council's Jan. 28 planning workshop to voice concerns after learning the state's Piedmont regional transportation director would be there to discuss the project.

    Residents and council members said the proposed changes would hurt the town's economic development, increase traffic congestion, displace several people who live in historic homes and lengthen response times for emergency vehicles.

    Council member Phil Cowherd proposed budgeting $50,000 to protect the town from the project's potential negative effects.

    Cowherd, who served on the council 1999-2009 and took office again in December, said the money could be used to generate support through advertisements, for legal fees or for hiring consultants to work with NCDOT and other state and local officials. That proposal is on the agenda for the council's Feb. 13 meeting.

    NCDOT Rail Division officials said they are carefully digesting community input from three recent informational meetings. That input will be included in an ongoing dialogue among the several agencies charged with making sure that rail projects are fair, environmentally conscious, equitable and legal.

    "We are listening," said Patrick Simmons, director of the Rail Division. "We've cast our net, listened and made recommendations based on what we heard."

    The project outline includes traffic and environmental studies, recent public feedback and ways to mitigate residents' concerns. It still has to be reviewed by a multi-disciplinary team of federal, state and local agencies before getting final approval. Construction could begin as soon as 2013.

    "We are at the 25 percent level of design, and that, too, will progress as we continue working with communities, the railroads and state and federal agencies," said Simmons. "It is critical that we stage construction and begin with the highways and bridges, then the railroad."

    Residents say proposed closings of rail crossings, including those at Robinson Church, and Hickory Ridge, would send more traffic onto Stallings Road, Tom Query Road and Shamrock Drive. The change in traffic patterns also could change local shopping habits and hurt Harrisburg businesses, opponents said.

    Rail Division officials said the highly traveled roads that residents are concerned about already have a hard time accommodating traffic. Marc Hamel, environmental project manager with the Rail Division for more than 20 years, said the projects are a good step forward in modernizing the railroad and the community.

    "Traffic is already terrible where they are, and they don't understand how these projects will make things better," he said. "I know folks look at it like we're closing down roads and cutting off access, but what we're really doing is replacing an at-grade road that eventually would become dysfunctional."

    According to DOT's traffic impact analysis, the upgrades not only will be adequate but will make it possible to add more lanes to roads in the future. Officials added that the upgrades will handle Harrisburg's projected traffic levels into 2035.

    Because the state is seeing historic rates of growth, Simmons said, it's highly unlikely the roads will remain open.

    "It's inevitable," he said. "The roads eventually would have to be closed, whether we do something or not. This project ensures safety and long-term mobility."

    About 40 trains per day pass through Harrisburg. That number is projected to exceed 80 trains per day by 2035, said Simmons. Since mid-1990s, the Rail Division has closed 180 crossings statewide, and those towns have not been harmed, said Simmons.

    "We know if we put rail line in there, it improves safety, it improves mobility and it eliminates (auto-train) conflicts by building bridges," said Simmons. "Harrisburg is growing, our state is growing, and the whole region is growing. We'll add 42 percent more traffic between now and 2020.

    "At 80 trains per day, with most running during daylight hours, Harrisburg will have a train going through every 10 to 15 minutes. What we're able visualize is how many trains are coming, and the average citizen doesn't know that information. Without the bridges, it'd be very difficult to reliably get across the railroad tracks."

    The formula is simple, he said: More cars plus more trains equals more potential conflicts.

    Still, council members and residents said they didn't think they were being heard.

    "The informational meetings have just been that," said newly elected council member Brian Leepard. "The town has had some discussion with NCDOT and the rail, and I think the previous council picked what they felt to be the best of the worse-case scenario. However, what we're finding out now is that as more people... find out about this, the more they are realizing this is totally unacceptable.

    "The amount of traffic that is on those roads ... will not fit onto a two-lane road. I don't care what engineer says it will. They do not live here; they do not understand the capacities that we have."

    Cowherd said the benefits, if any, are more regionally focused, and the changes will divide the community, overburden roads and harm residents' quality of life.

    "We're not getting any benefit," said Cowherd. "It's all negative. What we need is to be made whole. We need to be satisfied."

    Leepard agreed.

    "Our job is to look out for the benefits of Harrisburg," said Leepard. "With this project, there are none. The only thing this does is hurt us. It hurts our business, it makes it harder to commute, and it just splits the whole town in half.

    "We are charged with making this thing better for Harrisburg, and that's what we will try and fight to do."
